Challenges & Constraints
A fixed possession window
The programme was locked to an engineering possession with no flexibility in the dates at either end.
The station stayed open
The rest of Westbury Station remained open and in use throughout, with passengers and station staff moving past the works.
Nowhere to lay down
The toilet block is a tight footprint with no space to store or lay out materials on site.
Project Execution & Techniques
Double-shift rota
A double-shift rota worked around the clock through the possession to hit the window.
IPS prefabricated offsite
The IPS duct panelling units were prefabricated offsite to strip installation time out of the critical path.
Just-in-time deliveries
Materials arrived just-in-time with clear segregation and phased deliveries, keeping the small work area safe and workable and leaving passengers and station staff unaffected.
Strip-out to fit-out
Existing sanitaryware, finishes and services were stripped out and responsibly disposed of, then new drainage with surface-mounted runs and air admittance valves, ceramic tiling, safety vinyl with coved skirting, full-height cubicles, sensor-operated pans, urinals and taps and LED lighting with PIR occupancy sensors were installed.
Outcome & Long-Term Benefits
Handed back early
The eight-week refurbishment was handed back ahead of programme.
Accessible in full
A new DDA-compliant accessible WC with emergency assistance alarm brings accessibility up to current standards in full.
Around 35% less water
Water use is estimated to have fallen by around 35% following the change to sensor-operated pans, urinals and taps.
Simple to service
Modular IPS systems and low-maintenance finishes make servicing straightforward, and rail-compliant low-VOC decoration and full O&M documentation were handed over with the works.
Conclusion
The public toilets at Westbury Station no longer met accessibility, efficiency or hygiene standards, and the replacement had to happen inside a fixed engineering possession while the rest of the station carried on working. The block itself is small, with nowhere to lay materials down.
MLG worked a double-shift rota around the clock, prefabricated the IPS units offsite and phased deliveries just-in-time so the work area stayed safe and clear. The £148,444 refurbishment was handed back ahead of programme with no disruption to station operations, DDA compliance including an emergency assistance alarm, an estimated 35% drop in water use, and positive feedback from GWR and passengers alike.
